摘　　要：我国文件长期以来处于封闭状态,不能很好地被利用。为适应电子政府和政务公开的发展要求以及更好地为社会服务,必须对当前的陈旧的文件利用模式加以改造。可从重视文件接受者的地位、设立现行文件阅览中心和建立政府网站等途径入手,实行文档一体化管理,充分实现文件的利用价值,适应时代的发展。Files of our country have long been in closed position and not well applied. It is now essential to transform the application of the old files to adapt to the development of making government affairs public online. We may start from attaching importance to the file receiver＇s status, establishing the current files browser center and government websites to integrate the file management. These will fully create the applied values of the files for development of the times.
