摘　　要：运用灾害系统理论，从杭州城市的地理环境、气候变化和市政建设现状等方面分析了城市内涝积水的成因。The water log in city is a kind of complex natural and social phenomenon and is a kind of serious disaster which influences the social economical construction and citizen living order in Hangzhou.Using the disaster systematical theory,the cause of water log in city is discussed based on the aspects of geographical environment,the climatic changes and current situations of municipal construction.The countermeasures of disaster reduction and the corresponding engineering steps and non engineering steps are suggested based on the situation in Hangzhou City.
