摘  要:以可持续发展为背景,从建筑学、城市规划、景观建筑学的学科专业角度,详细阐述了人类聚居环境工程体系中的理论核心、基本观念、3R计划及CQE工程等主要问题。With the background of sustainable development and a view to such specialities as architecture, urban plan-ing, landscape architecture, environmental planning, etc. China is now facing with many problems caused byits fast economic growth. What are those problems? Why those problems occur? How to solve them through aca-emic efforts? Based on these issues and as a new trend in China's academic field of design and planning, the au-ior has done an initial research since 1994 in human inhabitation and settlement environment (HISE).With a theory-engineering framework of HISE provided, this paper discusses such topics as the core ofIISE theory, general concepts of sustainable development and construction, the value of HlSE, the plan of 3RReduce, Reuse and Recycle) and the CQE (Capacity investigation, Quality control, Evolotion Prediction).The broad sense of HISE covers all kinds of environments created by gathering with housing for human survival.its narrow sense refers to the artificially built environments such as architecture, cities, landscape, etc. Theharacteristics of the construction of HISE is different from that of the past era in the following aspects: Scope is getting larger and larger; Space is expanding with a larger size and regional scale than ever before. Time is condensing with a shorter period and higher construction speed. Related problems and conflicts are becoming more and more. Within the framework of HISE provided, the following sub-topics are studied: Change of environment; Change of the value of HISE; Professional development in architecture; Urban plannign; Landscape architecture and environment engineering; Topology of HISE; Evaluation and appreciation of HISE; Sustainable as a new value for human survival in 21st century; Objective, criteria, policy, coding and implementation; 3R engineering; First step of HISE; CQE engineering; Management of HISE; Structura1ism planning of HISE; Phenomenology. design of HISE, technics, remote sensing, GIS, GPS, an, etc.The following issues relate
