摘　　要：宽严相济是党和国家基于我国当前的时代背景提出的一项重要的刑事政策,对于和谐社会构建与刑事法治建设具有重要的指导意义。宽严相济刑事政策蕴涵丰富而深邃的基本内涵、坚实而深刻的时代背景。公安执法的各个环节必须自觉贯穿宽严相济的刑事政策,努力提升构建社会主义和谐社会的执法能力。Kindness and Severity Alternation Policy is a principal policy put forward by PRC and China in accordance with the current situation, which is of great guiding significance in promoting a harmonious society and criminal law construction. Kindness and Severity Alternation Policy has its rich and profound meaning, as well as the profound era background. The policy should be impenetrate every course of police law enforcement, exert police＇ s law enforcement abilities on socialist harmonious society construction.
