“综合为治”的法律传统与和谐安徽的构建

摘　　要：传统法律中的"综合为治"包括:人治与法治结合,治官与治民统一,审判与调解并举。"综合为治"的形成既有思想根源又有社会历史根源。"综合为治"对和谐安徽的构建具有积极的指导意义。构建和谐安徽要坚持依法治省与宣传"八荣八耻"并举,依法行政与依法反腐并行,迅速崛起与可持续发展结合。The ＂overall management＂ in Chinese traditional laws includes three aspects as follow, the combination of ruling by men and ruling by law, the unification of regulating administrators and regulating the people, and the combination of judgment and mediating. The ＂overall management＂ legal tradition had both thought root and social and history root. The ＂overall management＂ legal tradition will play an instructive role in the process of constructing harmonious Anhui Province. In the process of constructing harmonious Anhui Province, we should rule Anhui Province integrating by law and by morality, we should combine administration by law and being against corruption by law, and we should unify fast development and sustainable development.
