摘　　要：本文依据图书馆的教育职能,论述了公共图书馆和高校图书馆结成共建共享的联盟,形成图书、网络、人才等优势资源,为天津建设学习型城市服务,为市民终身教育服务的观点,提出大力发展社区图书馆和高校图书馆向市民开放等措施。Based on the education fuction of library, this paper maily elaborates on public library and university library who commit to estabhsh a Consortia that can be shared by each other, This consortia congregates books, network, talents and other advantage resources, which can service to build Study City of tianjin, service citizens＇ lifelong education. The paper also poses some measures in vigorously developing the community library and the university library to residential opening.
