公立高校“转制”:民办高等教育大发展路径探讨

摘　　要：20世纪70年代以来,公立高校"转制"已成为全球教育民营化浪潮中的一个极其重要的变革,在亚太许多国家和地区不断涌现出公立高校"转制"的典型个案。文章以广东省为例,探讨了充分利用公立高校丰富的教育资源,实施部分公立高校"转制",发展民办高等教育的另类路径的必要性与可能性,并就此从实践层面提出了若干政策建议。Since 1970s, education has been undergoing a turnover to private management, the system transfer of public higher institutions is one important step in the globalized reform. Typical cases of such transfer are found in many Asian-Pacific countries and areas. With Guangdong province as a regional case, this paper discusses the necessity and feasibility of partially transfering public higher institutions to private ones by making full use of the educational resources of public ones, suggestions related to policy and practice are also proposed.
