摘　　要：在我国社会主义新农村建设事业中,农民不仅是实践主体,也是价值主体,是实践主体与价值主体的有机统一体。实现农民的主体地位,需要强化制度创新,确保农民的民主政治权利;落实"多予、少取、放活"的方针,发展农业、农村经济,增加农民收入;加强教育培训,提高农民的主体意识与能力。In our construction of the new socialist countryside, the peasants are the center not only of praetice but also of value. Realizing the central position of the peasants entails consolidating the innovation of systems and ensuring the democratic and political rights of the peasants ; carrying out the policy of ＂more giving, less getting and flexible setting＂ to develop agriculture and its economy and inerease the income of the peasants; improving education and training to build up the peasants＇ consciousness and ability as the center.
