摘　　要：地方高校制订招生计划要充分认清自身优势,充分考虑市场需求;要着眼教育质量,注重社会效益。坚持规模、结构、质量、效益相统一,外延扩张与内涵提高相结合,并以内涵发展为主,促进地方高校的健康快速发展。The formulating of enrolment scheme at provincial universities is supposed to take account of both their own superiorities and potential social needs, aiming at education quality and social benefits. In this endeavor, the balance of scale, structure, quality and efficiency should be maintained, the expansion in scope and enhancement in content be well matched, the expansion in scope and enhancement in content be well matched and top priority be given to the content exploration, to facilitate the sound and smooth development of provincial universities themselves.
