摘　　要：分析了建设领域工程款拖欠的原因,结合国家政策文件,阐述了对工程款拖欠应采取规范建筑市场、健全建设领域法律制度、完善工程担保制度、加强建设领域信用体系建设、提高承包企业风险防范意识等相应措施,提出防范工程款拖欠的若干对策和思路。This article explains the causes of project payment default in construction fields and expounds on the corresponding measures against project payment default：standardizing the construction market,strengthening legal system in construction fields, improving project guarantee system, improving the credit management and enhancing the risk-prevention consciousness of contracting enterprises. We also put forward some countermeasures and thoughts on how to get rid of project payment default.
