摘　　要："穷人经济学"在中国从移植到根植的成功实践,受制于包括弱势群体的居住权等权利改善的诸多约束条件。基于"居住权同样是穷人的基本人权"的命题,必须解决好穷人的居住权的基本民生问题,但供应的冲击与瞄准偏差的互动效应表明,要真正将穷人的居住权从纸上落实到地上,仍然是一个重大难题。The successful development of ＂the poor people economics＂ in China from transplantation to its roots has many constraints from the improvement of habitation rights including the less privileged citizens. It is necessary to solve the problem of people＇s livelihood about the habitation rights of the poor well based on the proposition that ＂habitation right is also the basic human right of the poor＂. However, the interactive effect between the impact of supply and deviation of aiming shows that it is still a difficult problem to take the habitation right of the poor from document into practice.
