摘　　要：党的十七大明确指出:"坚持教育公益性质,加大财政对教育投入"。当前我国高等教育财政性投入存在总量不足、结构不合理、投资机制缺乏科学性等问题。政府应科学确定投资比例,建立高等教育基金制度,进一步完善投资法规和国家资助体系,加大高等教育投入。The 17th party congress explicitly pointed out：＂ uphold the public nature of education, increase financial input in education＂. At present, there are some problems such as insufficient total product, irrational structure and lack of scientific investment mechanism existing in Chinese higher education financial inputs. Government should determine the ratio of investment scientifically, establish higher education fund system, improve investment regulations and state funding system.
