摘　　要：二战后,财政投融资倍受一些后起的市场经济国家的重视,并在宏观经济调控中发挥了其他手段不可替代的积极作用。目前我国财政投融资市场化改革相对滞后,成为制约经济发展的关键性障碍之一。通过对日本等其他国家的财政投融资体制和实践进行剖析,探索和总结市场经济条件下财政投融资活动的一些成功经验,并对我国财政投融资体制的改革和实践提出相关的对策与建议。Fiscal investment ＆ financing , to which many backward market- oriented economies pay more attentions, has taking a irreversibly active role in macroeconomic regulation after World War II. A serial of issues exist in current fiscal investment ＆ financing of China, which act as one of key factors to constrain economic development. Based on analysis of fiscal investment ＆ financing practice, this paper concludes some successful experiences of fiscal investment ＆ financing under market economies. Countermeasures and recommendations are offered in order to perfect fiscal investment ＆ financing system and improve the pertormances of fiscal investment ＆ financing in China.
