摘　　要：欲其流远必浚其源——谈国有企业改革的起点钟伟ＡＢＳＴＲＡＣＴＴｈｅｐａｐｅｒｍａｋｅｓａｃａｓｅａｎａｌｙｓｉｓｏｆｔｈｅｔａｘｄｅｂｔｉｎｓｔａｔｅ－ｏｗｎｅｄｅｎｔｅｒｐｒｉｓｅｓ，ｔｈｅｎｅｓｔｉｍａｔｅｓｔｈｅｒｅａｌａｎｄｎｅｔｇｒｏｓｓｓ...The paper makes a case analysis of the tax debt in state-owned enterprises,then estimates the real and net gross savings of state -owned enterprises,points out that,under the conditions of overburdens, the way to maintain survival of state-owned enterprises is to make less depreciation and management with high liabilities; the shortage of vigour in state-owned enterprises is directly related to the current status of too large setup and too small size formed under plan economy , the starting point of the enterprise reform is to realize socialization and scalization of some state-owned enterprises by the policy of increment and stock adjustments.
