高等学校教育统计工作存在的问题与应对策略

摘　　要：高等教育教育统计的准确、及时、完整与否,直接关系到高等学校管理工作的效果。大众化教育阶段,高等学校教育统计工作如何适应学校改革发展的新形势,更好地为各级领导的决策规划服务,为学校的改革发展服务,是当前高等学校统计工作必须研究和实践的重要课题。在宏观管理方面,高等教育教育统计为确定国家对学校的投入、支持力度制定有关方针、政策提供重要依据,是国家教育行政部门对高等学校的宏观管理和监控重要依据;在微观管理中的方面,教育统计信息是高等学校领导决策和制定发展规划的得力助手,是高等学校各项管理工作顺利进行的有效途径,是高等学校对外交流、参与市场竞争的重要工具。作者详细阐述了教育统计在现代高等教育管理中的重要作用和目前存在的对教育统计工作重要性认识不够,现有教育统计报表的指标体系不完善,现有教育统计手段滞后,统计应用形式单一,教育统计队伍建设与教学管理、教育改革和发展不相适应等突出问题,为了充分发挥教育统计在高等学校教学管理中的作用,必须拓展教育统计应用空间,开发统计服务功能,建立完备的教育统计指标体系,健全机构,稳定工作队伍,提高教育统计人员素质,加快教育统计手段的现代化建设。Educational statistics is a basic task in the management of higher education. Whether it is precise, timely and comprehensive or not is directly related to the effect of the whole management. In the stage of general education, it is significant for present higher education statistics to study and fulfill the task of higher education statistics. How the task adapts to the new changing and developing situation in schools in order to service for leaders at all levels and school development is expounded in this paper. This paper also illustrates the key role and current prominent problem of educational statistics in modern higher education management. Furthermore, some countermeasures are recommended to improve educational statistics task： First, to apply educational statistics widely and further develop the function of statistics service; Second, to set up self- contained educational statistics guideline system; Third, to perfect the institutions, stabilize the staff and improve the quality of staff in educational statistics; Fourth, to accelerate the modernization of the means of educational statistics.
