公立高校由传统管理模式向经营管理模式转变的必然性

摘　　要：公立高校是我国高等教育的主体,公立高校由传统管理模式向经营管理模式转变有其必然性,具体表现为:我国公立高校所面临的市场经济的发展、经济全球化、创新型国家建设等生存发展环境的变化,使得传统的高校管理模式已难以适应;高校当前面临的扩招之后学生就业的压力、因债务负担过重而引起的可持续发展难题等突出问题,对传统高校管理提出了挑战;国外高等学校经营管理的改革发展趋势推动着我国高等教育传统管理模式的改革;公立高校经营要素的日渐积累为传统高校管理模式向高校经营管理模式的转变创造了条件。The public college is the main body in our country＇s higher education. The necessity for it to transform from traditional administration mode to operating adminitration mode is motivated by the following aspects. First, the changes of development environments such as the development of market economy, economy globalization, establishing creative nation make it difficult for the college＇ s traditional administration mode to run. Second, the problem of sustainable development caused by the student＇ s employment pressure, and over-burdened debt because of the enlargement challenges the traditional administration mode. Third, the tendency of reform and development in the college＇s operating administration in foreign countries encourages our country＇s college to reform its traditional administration mode. Fourth, the accumulation of the operating elements in public college facilitates the administrative transformation from traditional to operating.
