区域卫生资源纵向整合的实践与思考

摘　　要：老百姓"看病贵、看病难"问题是当今社会的主要矛盾之一,也是主要的民生问题。目前优质医疗资源过度集中在大医院,二级医院和社区卫生服务中心的医疗卫生资源不能得到有效利用。瑞金医院和卢湾区卫生局贯彻中央大力发展社区卫生服务的思路,加强区域内医疗资源整合,积极搭建平台,建立合理、有序的就医流程,帮助有效缓解老百姓看病就医问题。本文就合作项目初期取得的成效及有关问题进行探讨,对进一步深化此项改革提出初步建议。＂The convenience and reimbursement of the health service＂ has become one of the major issues our society meets with. At present, the top quality health resources centralized in the tertiary hospitals which block the corresponding resources utilization in other hospitals, especially in the community healthcare centers. Guiding by the community healthcare promotion policy led by Party Central Committee, Ruijin Hospital and the Health Bureau in Luwan District integrated the district health resources to establish a convenient, orderly process to solve the issue.The article based on the improvements we have achieved, the author gives some further suggestions to this health reform.
