摘　　要：随着公共教育的发展,出现了政府与非政府组织等多元化公共教育管理主体,市场机制和企业、私人部门的管理手段等多样性运行方式也出现在公共教育管理中,教育行政体制面临挑战,因此,发展公共教育管理体制成为当前的首要任务。从公共教育管理的责任、教育价值实现及教育目的达成及其公共教育利益主体的特点来看,增进、维护和实现公共利益是发展公共教育管理体制的价值取向,公共教育管理主体的认定及其公共教育管理方式的选择等都应体现这一理念。With the development of public education, the pluralistic public education management subjects such as government and non - governmental organizations, varied running ways including of the market mechanism and managing methods in the enterprises and private into the public education management, traditional educational administration system to be challenged, developing[ establishing and completing] the public education management system becomes the first recent task. From the responsibility of public education management, education value realization, and education object achievement as well as the characteristics of public education profit subject, increasing and maintaining and realizing the public profit are the value tropism of developing public education management system, the confirmation of public education management subject and the selection of pubic education ways both shall embody this idea.
