地市高校发展的若干问题调查分析

摘　　要：调查情况和分析说明,地市高校发展的制约因素,首位是经费问题,第二位是体制问题。因此,地市高校发展必须审视我国高等教育的政治推力、地方经济支撑力、人口张力等因素,力避数量增长失度;地市高校投资体制,既要有统一性和规范性的省市共建的基本规定,又应有各级政府按不同比例分担教育事业经费的具体办法;地市高校发展还须有良好的社会环境基础,其本身亦需将服务地方经济社会作为不可推卸的时代责任和历史使命。It has been proved that the restrictive factors of the development of higher education institutes are the funding insufficiency and the policy making. Therefore, firstly, the political impetus, the locally economical support and the population tension must be carefully analyzed so as to control the unbalanced increase; secondly, in the investment policy, it should be stipulated with the content of the co-operation between province and municipal government, the specific resolution of the funding insufficiency which will be shared by governments at all level. Thirdly, a sound social environment is also very important and the purpose of establishing the higher education institutes is to serve the economic development in the region.
