摘　　要：新建本科院校要在短期内由专科教育成功过渡到本科教育,实现内涵上的升格与转轨,尽快提高教务管理水平是一项重要任务,需要从转变思想观念、改变管理模式、重视队伍建设、强化制度建设、运用信息化管理手段等方面来实现。It is an important task for the newly-established four-year universities to improve the administration of teaching affairs efficiently at their initial stage. This paper discusses this issue in the following aspects： to transform the concepts, to make changes in the administrative modes, to place more emphasis on the construction of the staff and institution, and to apply computerized technology in order to realize the successful transition in the administration from the three-year education to the four-year education.
