摘　　要：经济社会生活中日益表现出来频繁的经济波动以及非确定的经济发展周期,给经济社会的稳定发展带来了很大的影响。为了应对不断增强的不确定性和最大限度地降低经济波动对经济活动的消极影响,学者们从不同的角度对经济波动给予各种不同的解释和说明,进而提出了各种各样的应对政策与管理方法,逆向政策选择成为一种必要的应对措施。本文在经济学分析的框架之下,从效用的饱和性角度来说明经济波动的内在机制以及逆向政策选择的意义。The economic and social life displays day by day frequent economical fluctuation as well as non-determination economical development cycle, which has brought great impact to the social and economic stability.In order to deal with constantly strengthening uncer-tainty and reduce the impact on economic activity of the economic fluctuation to the maximum extent,the scholars gives each kind of different explanation to the economical undulation from different angles. Proposed various policy and management, converse policy choice becomes a necessary countermeasure.This paper explains inherent mechanism of economic fluctuation and the meaning of converse policy choice from utility saturation under the framework of the analysis of economics.
