摘  要:清政府实行铁路"干路国有政策",旨在加快干路建设。清政府与四国银行团签订的《湖广铁路借款合同》,溢权较少。川、粤、湘、鄂四省广大商民掀起保路运动,其因在于清政府以封建专制之法,强行"干路国有"之策。The Qing Government carried out the policy of" main railways nationalized", in order to build main railways faster. The Qing Government signed the Loan Contract for Railways in Hubei and Hunan with the banking group of fore states. It lost less right to railway. The masses Sichuan, Guangdong, Hunan and Hubei made a movement for defending right to railway against the policy of "main railways nationalized". The cause was that the Qing Government forced the policy of "main railways nationalized" by feudal autocracy.
