摘　　要：图书馆信息资源采购活动本质上是一个由买方和卖方组成的商业活动。从卖方的角度分析了购书经费短缺的现象,探讨了联合采购和招标采购存在的问题,提出了若干解决方案。The procurement of library＇ s information resources is a commercial activity composed of the buyers and the sellers essentially. From the angle of the sellers, this paper analyzes the phenomena of the shortage of the funds for book- purchasing, probes into the problems existing in the joint purchasing and bid purchasing, and puts forward some solving measures.
