摘　　要：工程项目招标评标应当遵循公平、公开、公正、科学、择优的原则。运用价值工程(VE),提出了一个对工程的投标人及其商务标、技术标进行定量评价的分析模型,为工程项目的评标工作提供一种科学适用的方法。该方法既能减轻评标工作量,又能克服目前综合评估法中打分不易操作的弊端,从而在方法上尽量保证了评标定标的科学性、客观性、合理性。The principle of being ＂fair ,open ,impartial ,scientific and selecting the best bidder＂should be observed in the tendering and bidding activities of Construction projects . In this article ,a model of Value Engineering （VE） is proposed to make a quantitative assessment on business affairs and technicque of bidder to a construction projects in the hope of providing a scientific and applicable method to evaluate Construction project .This method can not only lessen the work load of bid evaluation but also overcome the drawback of the presently used comprehensive evaluation method ,which is not easy to operate in scoring .Hence ,bid evaluation and bid awarding can be ensured in scientific ,objective and reasonable terms.
