摘　　要：党的十七大报告在深化行政管理体制改革中确定了建设法治政府的目标。建设法治政府是实现社会主义法治国家的主要标志,意味着我国政府实现从人治政府向法治政府的转变,这标志着政府治理理念和模式的一个巨大变革。It has been pointed out in 17th National Party Congress that we should govem state affairs by laws, and construct socialist nomocracy. To construct nomocracy is the key landmark of realizing socialist nomocracy. It indicated the transformation from people-governing government to nomocracy. It marks the revolutionary change in the notion and the pattern of government management.
