摘　　要：开发人力资源是西部民族地区加快发展的战略选择。西部民族地区必须把发展民族教育作为开发人力资源的根本手段来抓,以此为基础,积极开展各种形式的职业培训,完善人才市场,为人才的合理配置提供一个公平、公正的环境。The development of human resources in the western is the strategic choice to speed up development of national region. In order to develope human resources, the development of national educational of the western minority areas must be as a fundamental means to grasp, and as a basis, to actively develop various forms of vocational training and improve the talent market for the rational allocation of personnel to provide a fair and impartial environment.
