摘 要:转制学校从当初的试点到目前的治理整顿,实际上是经历了一个从合法性论证到合法性危机的过程,这种危机来自对法律和政府责任的重新认识,来自主流价值观从"效率"到"公平"的转变,也来自对转制学校办学绩效的质疑。转制学校要重建其合法性,就必须以正当的方式证明自身在促进教育公平、提高办学绩效、履行社会责任方面的意义。当然,由于以"放权"和"自治"为核心的公办学校改革意义重大,所以给予这些学校证明自身合法性的机会也有一定的社会价值。Converted Schools were recognized as a form effective school reform, but now they are restricted and consolidated by government. This change is because of the legitimacy crises which come from three aspects: re-defining the role of government in education; the change of mainstream politic and social value from effectiveness to equity; the query to the achievements the converted schools reform have gotten. In order to re-build the legitimacy of converted schools, it is necessary for them to testify their role in promoting education equity and effectiveness, and performing their social duties. Because it is meaningful for public schools to trying the reforms under the concepts of decentralization and self-governing, more opportunities should be given to the converted schools to re-build their legitimacy.
