创新型人才培养与地方高等教育公共财政体制的构建

摘　　要：高等教育是创新型人才培养的关键环节,高等教育体制是高等教育培养创新型人才的基础,高等教育的体制创新必须有利于创新型人才的培养。文章从分析政府、市场与高校的关系变迁入手,以广州地区为个案,探讨了如何构建科学的高等教育公共财政体制,促进创新型人才培养的基本思路与策略。Higher education is a key link in innovative talents cultivation. The system of higher education is the basis of innovative talents training, whose reform therefore should benefit innovative talents cultivation. This paper starts from the change of the relationship among government, market and institutions of higher education with Guangzhou district as an example and goes on to discuss the construction of scientific public financial system for local higher education and the basic methods and strategies of innovative talents cultivation.
