摘　　要：社区自主作为一种旅游发展中的特殊方法,强调社区居民的利益优先权和决策参与权,对民族文化遗产保护具有重要作用。社区自主构建也完全体现了对民族文化遗产的旅游利用和保护。由于受条件局限,社区自主还需要政府在管理、规划、人力资源、资源保护等方面给予支持。Community empowerment is a special form of viUage-based community tourism development process,and its emphasis on the interests of residents priority and the right to participate in decision-making, and plays an important role on protection of ethnic culture. Construction of community empowerment have full expression of these advantages. However, under limited conditions, government need give support in the management, planning, human resources, protection of resources to community empowerment,
