摘  要:教育公共品供给的总量不足、形式单一和使用低效以及地区之间、城乡之间、不同阶层之间教育公共服务的不均等是我国当前教育公共品供给的突出问题。在公共选择理论看来,这些问题都是政府垄断公共品供给体制的必然产物,由于政府是由个人组成的集团,因而不可避免地放逐自身对个人利益和集团利益的追求,从而导致公共教育资源配置的"政府失灵"。因此,必须改革现行的教育管理体制和运行机制,才能从根本上动摇教育公共品供给不均等的基础,构建教育和谐发展的新秩序。这些措施包括适当引入市场机制,建立相对独立的公共教育行政体制和多方参与的教育决策机制以及教育督导的社会化等。There are many problems in the supply of public educational goods such as inadequate supply, monotonous supply form and low efficiency as well as the inequality of public educational services between different districts, urban and rural areas, and social classes. From the perspective of public selection, these problems are caused ucational resources. Therefore, it is necessary to reform the present system of educational administration and its operational mechanism in order to shake the base of inequality of allotment of public educational goods and construct the new order of harmonious education. These strategies include suitable market system in education, building of comparatively independent system of public educational administration and the system of educational decision-making with participation of multiple benefit groups as well as the socialized education supervision.
