摘　　要：20世纪90年代以来,为应对知识经济的挑战,拉美国家纷纷建立了国家创新系统。高等教育作为国家创新系统的重要行为主体,发挥着不可替代的作用。从国家创新系统的视角来看,拉美高等教育存在着一些突出的问题,各国正在积极采取措施促进高等教育为国家经济社会发展服务。通过分析拉美国家高等教育发展面临的问题和采取的对策,有利于进一步明晰国家创新系统框架下高等教育发展的基本取向。In response to the challenges of knowledge-based economy,National Innovation Systems （NIS） have been established in Latin American countries since the 1990s. Higher education,as an important actor,is playing irreplaceable role in NIS. From perspective of NIS, some obvious issues exist in Latin American higher education ,and many effective strategies have been carrying out to enhance higher education＇s contribution to national innovation. Analyzing the issues and developmental strategies good to discuss the basic orientations for higher education development in Latin American higher education is in NIS.
