摘　　要：金融安全已成为国家经济安全最为重要的内容之一。金融服务贸易开放对发展中国家产生了一些负面效应和巨大的经济效益。由于WTO框架下的成员国在其国内政策实施的独立性和资金流动的可控性方面仍然能行使主权国家的功能,金融风险是可控的。Financial security is one of the most important part of the economic safety of a nation.Free trade of financial service brings about negative impact as well as huge economic gains for the developing countries.As a sovereign state still has the ability to carry out its domestic policies and control the capital flows to some extent under the WTO,financial risks are under control.
