摘　　要：对重庆涪陵区、乡镇"三农"电子政务的问题进行了研究,在分析区域电子政务的基础之上,提出了基于视像通讯技术的"三农"电子政务实施方案,并对电子邮件中心、呼叫中心、可视化中心和公文管理中心等做了深入探讨.设计出了系统模型,给出了可行性解决方案,为以后系统的实现奠定了完整的理论基础.This paper studies the electronic governmental affairs concerning Agriculture, Countryside and Farmers in Fuling district, Chongqing. Analyze electronic regional governmental affairs, this paper puts forward implementing plan for the electronic government affairs concerning Agriculture, Countryside and Farmers based on videoinfonnation and image technology, and probes into the E-mall center, calling center and videoinfonnation center, official document management center, etc., designs the system model, and presents a feasibility solution plan, thus providing complete theoretical bases for realization of the system
