摘　　要：高校科研管理人员要以科学发展观为指导,树立以人为本、协调和全面发展、可持续发展的科研管理新理念,创新科研管理方式,着力营造宽松宽容的管理环境,协调处理好部门间、科研与教学、基地与平台的关系,促进基础研究与应用研究、自然科学研究与社会科学研究、科学研究与学科建设的全面发展,通过培育创新人才、建全评估机制、强化科研道德建设等措施,实现高校科研的可持续发展。Scientific research administration staff should take the scientific outlook on development as the guidance, and foster a new concept of scientific research administration of people - foremost, coordination, development in all respects, and sustainable development. They should innovate the scientific research administration mode, create a relatively free administration environment, coordinate the relationship between sections, between scientific research and teaching and between base and platform. Promote development in all respects including basic research and applied research, natural sciences and social sciences, scientific research and disciplines construction. They should take measures to train innovation talents, perfect evaluation mechanism, and strengthen scientific research ethics construction to bring about sustainable development of scientific research at colleges and universities.
