摘　　要：土地征用过程中的农地非农化理论是土地征用过程提出的重大命题。据此命题,结合建设社会主义新农村的具体要求,应该突出节约和集约使用土地,加快征地制度改革,健全征地合理补偿机制。应该从完善征地程序、提高补贴标准、正视征地行为等方面完善征地制度,为解决"三农"问题创造良好的条件。The theory, of agricultural land conversion is an important proposition advanced in the course of land expropriation. According to this proposition, in combination with the concrete requirements of the construction of new socialist countryside, it is necessary to emphasize the thrifty and intensive usage of land resource, accelerate the reform of land expropriation system and perfect the mechanism of land expropriation compensation. The land expropriation system should be perfected from the aspects of perfecting the expropriation procedure, improving the standard of allowance and facing up to land expropriation behavior in order of create favorable conditions for the solution of the problem of peasant, agriculture and the countyside.
