摘　　要：渤海政权是以粟末为主体建立起来的一个地方政权,其统治者在不同的发展阶段适时地改变了自己的政治中心,以达到制内御外的目的。地理环境对渤海政权迁都产生了重要的作用。Bohai regime was a local power mainly based on Sumomohe People.At different development stages of the state, the rulers timely changed their political center to gain the aim of defending foreign attack and administering the state. Geographic environment has an importancent effect on the capital moving of Bohai regime.
