摘  要:高校教学评估实践对高校发展的促进作用是有限的,评估指标与程序、社会各系统之间的利益关系、社会控制手段体系、有限政府、评估价值的异化等各种因素,规定着评估能力的作用范围及作用力的大小。提高教学评估的能力限度,需要改变高校对政府的直接依附关系,构建评估与政府、社会以及学校的健康关系,建立权威性评估中介机构,强化高校内部质量管理与监控,提高评估的信度与效度,建设整体素质良好的评估专家队伍。The implementation of teaching assessment in colleges and universities can promote the development of colleges and universities, whose effect is limited. The assessment range and its effect are influenced by such factors as the assessment guideline, its procedures, the social interest relationships, the social control systems, the government whose controlling power over assessment is limited and the differentiation of the assessment value. It is suggested that the below-mentioned ways be followed so as to improve teaching assessment: to change the university-directly-attaching-to-government relationship, to establish healthy relationships among assessment, government, society and colleges and universities, to set up authoritative intermediaries of assessment, to strengthen internal quality management and control in colleges and universities, to improve the assessment reliability and validity, and to build up a team of assessment experts of high quality.
