摘　　要：我国现代大学制度的构建,要把"以人为本"作为价值取向并追求科学的大学精神和大学理念,同时,在宏观层次上要处理好大学与外部的关系,在微观层次上要完善大学内部的权力运行机制。The key to establishing modem university system with Chinese characteristic is to recognize the value orientation of university and the factors preventing the development of university. Modem universities should take the thought of human-oriented as center value, and form university sprit and ideas with their characteristics which is the value basis of modem university. The foundation of establishing modem university system with Chinese characteristic is to form well relationship between university and other external social institutions from the macroscopic level, and advance the internal authority operational mechanism of universities from the microscopic level.
