发展服务外包与企业组织创新

摘　　要：企业组织创新是企业创新发展的重要方面。发展服务外包不仅有利于转变经济增长方式和优化经济结构,而且有利于促进企业组织创新。可使原有企业提高核心竞争力;弥补原有企业组织结构的不足;可以保持企业组织内的服务优势;使服务外包各方节约成本,提高效率。服务外包有各种类型,但无论那种类型的发展,都有利于促进企业组织优化创新,向学习型、扁平化、网络化、柔性化演进发展。发展服务企业的对策是:明确认识,防范误区,合理规划布局,发挥聚集效应;加强行政法律监督,规范市场行为;制定相应政策,扶持服务外包发展;加强人才培训;引进、提供适用人才;加强宣传力度提供誉论支持。Organization innovation is a key factor in enterprise g development. Developing service outsourcing not only promotes the transformation of economic growth mode and optimism of economic structure, but also contributes to organization innovation. In addition, it could improve the core competitive ability of enterprise, make up the inefficiency of organization structure and maintain service advantage of inner organization, saving various costs in service outsourcing and increasing efficiency. In variety of outsourcing types, no matter which kind of service, it is bound to accelerate the optimism of organization and evolve into learning - typed, flat - structured, network, flexible mode of organization. This paper puts froward some measures： enhancing comprehension to avoid misunderstanding, making a rational layout to bring cluster effect into full play, strengthening administrative and legal supervision to order market behavior, stipulate relative policies to support development of service outsourcing, enhancing qualified personnel training, attracting talents, and improving publicized efforts to support public opinions.
