公益与效益的平衡：透视大学教育基金会的资金运作机制

摘　　要：大学教育基金会作为公益性非营利组织,其产生不仅给高校的发展注入了新的活力,其自身的资金运作机制也日益凸现出重要性。大学教育基金会的资金运作一方面需要体现公益,另一方面也要实现效益。在这看似矛盾的价值取向面前,大学教育基金会的资金运作存在一定的不规范和模糊性,比如收入结构不合理、资金支出规模不大、运作成本低、投资高风险化、管理费意义曲解化以及资金分配规则的空置等,需要在社会发展的基础上重构良好的运作机制。As a non--profit commonweal organization, university education foundations play an important role in the development of universities. In the meantime, their capital operation mechanism is highlighted. On one hand, university education foundations have expenditures on commonweal. On the other hand, they have to pay attention on the capital . It seems to be contradictory on the values, in fact the management of the foundations has some problems. For instance the irrational structure of fund, the simplification of the capital expense, low cost management of the foundations , the risks of capital investment ,misinterpreted of management fees and the ignorance of finance distribution rules etc such problems need to be resolved on the base of social development.
