摘　　要：高等教育国际化是我国高等教育发展的必然趋势,留学生教育的广泛开展对留学生管理提出了更高的要求。分析留学生管理问题的成因,有助于制定留学生管理策略。留学生管理既要加强制度建设,又要掌握解决具体问题的灵活性。引导外籍学生正确对待文化差异,帮助他们解决跨文化交际的社会心理问题,也是优化留学生管理的有效途径。At present, higher education internationalization is a trend for the development of higher education. The work centre is gradually transferred into the overseas＇ students education. With the development of overseas＇ students education, the higher managing requirement is needed. The key method of solving this problem can be worked out by analyzing the reasons of the problem, and then the main strategy to improve the management level can be put forward. In the process of managing, the flexible ways of solving problem should be stressed while enhancing system, another effective way is to optimize the students＇ administration by guiding them to treat different culture and trans-cuhure social psychology, at last, a pluralistic and international management system, which is the certain way of managing overseas＇ students.
