摘　　要：介绍了Struts和Hibernate两个开源框架及它们对MVC设计模式的实现。设计遵循J2EE规范和MVC设计模式,为解决小城镇电子政务系统的推广使用的难题,构建了基于Struts+Hibernate框架的Web电子政务系统,解决了目前小城镇电子政务系统推广普及的一些瓶颈问题,适用于新农村信息化建设项目的需求。MVC and two open source frameworks are introduced which are struts and hibernate. And a model is put forward based on two frameworks for web applications. Following the criterion of J2EE and MVC design pattern, the little town E-government system is studied and built based on Struts＋Hibernate framework after discussing the difficult problem of the little town E-government system popularize, and the bottle neck of the little town E-government system popularize is solved. It is adapted to new rural informative construction poroiect demand.
