摘　　要：加强水电工程施工中的环境保护是事关工程建设成败与社会和谐发展的大事。土石方工程是水电工程施工的重要组成部分,因此需要高度重视土石方工程施工潜在的生态与环境问题。从宏观和微观角度对该问题进行系统的研究,并以正在实施中的丹江口大坝加高工程为例,介绍了在实践中如何贯彻实施"在施工中保护,在保护中施工"的做法。Environment protection is vital in hydropower project construction, which may lead to success or failure of the project and is of great significance to the harmony of our society. Earth-rock construction is one of key components in hydropower project construction, thus great attention should be paid on potential ecological and environmental problems in earth-rock construction. The method of ＂protection in construction and construction under protection＂ is introduced by taking the example of Heightening of the Danjiangkou Reservoir, and systematical studies are carried out from both micro and macro angles.
