淮安农村泵站改造“民办公助”的实践和思考

摘　　要：淮安市自从农村税费改革取消"两工"、实行"一事一议"后,筹资筹劳总量有限.能够投入农田水利的更是微乎其微。在农村泵站改造中采取"民办公助"办法,吸引了大量民间资金,搞活了投入机制,同时泵站管理得到加强,取得了较好的经济效益和社会效益。After abortion of ＂two labor contributions＂ and enforcement of ＂one case, one solution＂ and taxation reform in rural areas, great reduction occurs in fund collection and labor contribution in rural areas of Huai＇an City. In the rehabilitation of pumping stations, the method of ＂run by local people and subsidy by government＂ is introduced that helps attract private investment and result in both economic and social benefits.
