关于安全生产道德建设的若干认识问题

摘　　要：在分析安全生产道德本质的基础上,指出安全生产要在道德观念上实现三大转变:实现安全价值获得优先于财富价值获得的转变,注重向安全职业道德自律的转变,注重向强化政府责任和企业责任转变;接着指明了要树立牢固树立安全生产道德观念,必须牢牢把握安全生产道德的三个基本原则:保存生命原则、生命健康自由原则、生命健康平等原则;最后,阐述了积极推动安全生产道德的建设,是政府和企业牢固树立安全生产道德观念的基础:一是应该首先抓好安全生产道德教育。其中,安全管理者是安全生产道德教育的特殊对象和重点对象。二是发挥安全生产培训学校或中心的重要作用,制定通过定期培训、持证上岗等有效措施;三是健全安全生产责任制与责任追究制度,提高安全生产失德的法律与道德成本。Pointing out that the moral sense of safety work should bring out three changes in following： giving safety value priority to the wealth one, keeping moral self-discipline in the safety profession, and strengthening the responsibility of government and enterprises for life; then inspecting three basic moral principals： keeping life and freedom of llfe or health safety and equal safety fights for every one, which is an essential presupposition of building a views of moral in safety work; finally, pointing out that construction of moral in safety work is the base of setting up moral sense of it, which is an organic unity of safety moral education, ethically training safety managers and amplifying a responsible system of safety work and investigating affrxing the responsibility for an accident.
