教育体制改革目标新探

摘　　要：人类社会由必然王国向自由王国不断发展的规律性、社会经济向知识经济时代迅速转移推进的趋势、我国建设创新型国家战略任务的实施和实现，都要求教育战线源源不断地提供创新型人才的强力支撑。教育的使命是传承知识，教会创造，“知识传承型教育”的传统教育体制存在着束缚创新型人才成长的种种弊端，亟待通过深化教育体制改革来剔除。20余年来的教育体制改革实践取得可喜进展和成就，但要建立的“教育新体制”至今尚未正式确立起来，影响着教育体制改革的深化和教育功能的充分发挥。应把教育体制改革目标锁定为建立和完善创新型人才培养体制和机制。Regularity that human society develops unceasingly from the realm of necessity to the realm of freedom, trend that society economy pushes forward to knowledge-base economy times, the car- ry on and realize of strategic mission of build innovative country, all this require education system provide the innovative person. The mission of education is pass on knowledge, grasp create, the abuse of traditional education system that “accept knowledge” fetter the grown up of innovative talent, and should get rid of by deepening a reform of educational system urgently. The reform of educational system practice during the past 20 years gets a heartening progress, but “education new system” that should establishes so far not yet formally, and affecting reform of educational system deepening and education function. The reform target of educational system should be locked to build and perfect personnel training system.
