摘 要:我国城乡二元体制的松动带来了农民工的流动。但是,这一体制的惯性作用仍在,并且影响着与农民工有关的管理制度:户籍制度并未对农民工的职业身份给予制度上的认可;就业制度、收入分配制度和教育制度在设计上仍然存在对农民工的歧视;社会保障制度并未针对农民工的特点做出相应安排;政府也未对市民对待农民工的态度做出正确的引导等。与农民工有关的政府管理制度的缺失与不公平导致了流动起来的农民工进城后处于弱势的地位。因而,笔者认为,人力资源管理理论对改变农民工的弱势地位这一问题具有有效性,以这种理论为基础构建的制度框架,将有助于改变农民工的弱势地位。The loosing of dual system resulted in the flowing of peasant-workers. However, this system has still been in effect in some areas and affected the managing system related to peasant-workers, for example, the system of household register has not approved the peasant-workers' professional status in system, some contents of the system of income division, employment and education discriminate the peasant-workers, the social security system in contemporary China is not fit for peasant-workers' characters, and the government has not guided the attitude of city residents to peasant-workers correctly, and so on. Therefore, we make the conclusion that the vulnerability of peasant-workers results from the injustice and flaws of related managing system. Based on these, we believe that the theory of human resources management is effective for changing the vulnerability of peasant-workers.
