摘　　要：针对当前构建社会主义和谐社会条件下高校构建和谐校园这一课题,围绕"以德为行,以学为上"的教育理念,阐述高校基层党组织在建设和谐校园工作中的作用及思考。This paper is surrounded with the educational theory＂ moral is the demarche, learning is the priority＂, discussing the effect and thought of Chinese Communist skeleton organization for the subject ＂constructing a harmonious campus ＂which follows a condition of constructing a harmonious socialistic society.
