摘　　要：高等职业教育的质量与效益问题是一个古老而永恒的话题。质量是高职院校存在的价值,效益是高职院校生存的基础。随着中国高等教育的大众化,质量和效益问题日益成为高职教育界研究的两大重点课题。本文认为,树立正确的中国高等职业教育发展的质量观,就要准确把握高等职业教育质量的本质,构建科学的高等职业教育质量管理体系;树立正确的中国高等职业教育发展的效益观,就要准确把握高等职业教育效益的本质,建立有效的高等职业教育效益运行机制。The issue of Quality and effectiveness is an old and permanent one in the field of higher technical education. Quality measures the values of the higher technical college and effectivess lays the foundation on which higher technical college lives. With the rapid development of mass higher education, the themes of quality and effectiveness are more and more concerned by the researchers of higher technical education. In our opinion, to form the proper idea of improving higher technical education＇s quality, we must hold the essence of the quality of higher technical education and constrct the scientific quality control system of developing higher technical education; to form the proper idea of improving higher technical education＇s effectiveness, we must hold the essence of the quality of higher technical education＇s effectiveness and set up effetive mechanism of running higher technical education.
