论高技术产业集群的网络治理机制

摘　　要：一个成熟的高技术产业集群是否会昙花一现,关键在于是否存在一套完善的网络治理机制。高技术产业集群的网络治理环境为供给稳定状态下的需求不确定性、定制交易中的人力资本专用性、时间紧迫条件下的任务复杂性以及交易频率,高技术产业集群的网络治理机制可以分为正式机制与非正式机制,治理目标为协调、整合、互动、维护与规范,治理绩效为促进新的创新企业衍生、促进合作创新实现、维护合作创新活动顺利进行,进而提高创新效率。拓展了传统网络治理机制的理论研究框架,并将地方政府与社会中介组织尤其是行业协会的规制功能纳入网络治理框架进行分析,体现正式制度与非正式制度"相互握手"的重要意义。The key that whether a ripe High- tech Industry Cluster is transient lies in a set of Network Governance Mechanism. The environments of network governance in High - tech Industry Cluster include uncertain demand with steady supplies, the specialty of human capital in getting special - purpose trade, task＇ s complexity in urgent time and transaction frequency, the mechanisms of network governance can be divided into a formal mechanism and informal mechanism, the governance goals include coordination, combination, reciprocity, maintenance and regulation, governance performance includes promoting new innovative enterprises to derive, enhancing cooperation innovation to realize, maintaining the cooperation to carry on smoothly and improving innovative efficiency. This paper has expanded the theoretical research framework of the traditional network governance by including the regulation of the local government and social intermediary organization （ especially the association in the network） to reflect the important sense of the formal system and informal system shaking hands each other.
